The British Columbia Provincial Nominee Program (BC PNP) is British Columbia’s immigration pathway that allows the province to nominate skilled workers, graduates, and entrepreneurs for Canadian permanent residence. A provincial nomination adds 600 points to your Express Entry CRS score, virtually guaranteeing an Invitation to Apply (ITA) for permanent residence.

BC PNP Streams Overview

Categories that have closed

B.C. has consolidated its Skills Immigration streams. The following categories, which this page previously described as open, are no longer available to new applicants:

• Entry Level and Semi-Skilled (ELSS) — officially closed. B.C. issued its final ELSS invitations on December 10, 2024.
• International Graduate and International Post-Graduate — no longer listed among the BC PNP’s worker streams. B.C. has confirmed it will not launch new student-specific streams.

International students are not shut out. Graduates now apply through the Skilled Worker or Health Authority stream on the same basis as any other candidate — which in practice means you need a qualifying B.C. job offer. Completing your studies in B.C. or elsewhere in Canada still earns additional registration points.

These categories are aligned with federal Express Entry and provide 600 CRS points upon nomination:

Express Entry BC – Skilled Worker

• Job offer in skilled occupation (NOC TEER 0, 1, 2, or 3)
• Already in Express Entry pool
• Meet federal FSW, CEC, or FSTP requirements

Express Entry BC – Health Authority

• Job offer from BC health authority
• In Express Entry pool
• Not subject to SIRS scoring
